INTRODUCTION
The Brooklyn Borough President’s Office is seeking an engineering consulting firm to produce, review and sign off on current and upcoming Uniformed Land Use Review Procedure (ULURP) maps initiated either by the Brooklyn Borough President’s Office (BBPO) or an outside consultant. This work will be requested by the BBPO’s Land Use/Topographical Bureau unit. This Request for Quotation (RFQ) contains information that will enable qualified consultants to prepare and submit quotations for this project. The purpose of this RFQ is to establish the budget for consulting services for proposed mapping functions.
Who can submit an RFQ?
Qualified responses/consultant(s) must:
- Employ personnel with the qualifications of a licensed professional engineer for the duration of this agreement.
- Demonstrate familiarity with the City Map, land-use approval processes, SEQRA and ULURP applications.
- Effectively communicate and work with other Borough Hall staff in relation to all projects initiated by this office within the scope outlined below.
- Exercise sound mathematical and technical skills, with an ability to manage multiple projects while maintaining consistent attention to detail; and
- Have proficiency in using required software including Windows/MS Office, CAD, graphics programs (Adobe Photoshop, Illustrator, etc.), and civil programs (Civil 3D, etc.).
Scope of Services
The following scope of services indicates the type of work that will be requested by the Land Use/Topographical Bureau unit. All quotes submitted must respond to all the items below.
Consultant will serve as Consulting Engineer for the Brooklyn Borough President’s Office.
ITEM 1. Consulting Engineering in support of review of ULURP Mapping Actions
Consultant is responsible for review, acknowledgment of adherence to Topographical Bureau standard, and signoff for accuracy on all maps as required by the ULURP process and for the duration of this agreement.
Consultant will provide technical assistance to the BBPO Topographical Bureau. These functions include a variety of activities which assist both governmental agencies and the general public, such as (1) review, approve and sign street acquisition and damage maps, (2) review, approve and sign street alteration maps, (3) review and sign off on any modifications that may arise to project map, (4) attend all meetings required for the review of such projects between the Topographical Deputy Director/Director, outside city agencies and project consultants, (5) conduct field analysis and site visits, as required, and (6) and be responsive to inquires after such review is complete to inform staff, improve processes, or review methodology.
Typical projects may include the following meetings:
- Scoping Meeting with Topographical Bureau Staff
- Review Meeting with Applicant
- Review Meeting with City Agency
- Review Meeting with Topographical Bureau Staff
- Review Meeting with Applicant/Topographical Bureau Staff
- Additional Meeting as needed
Consultant will confer with the Topographical Bureau Deputy Director/Director on items pertaining to the review of the map and accompanying research.
Consultant has reviewed the samples provided by the BBPO and will make best effort to comply with BBPO standards and expectations of the review and the need for such reviews to be completed within 72 hours of acceptance by consultant.
Consultant understands that the map review includes changes in the roadways, establishment of roadways, easement plans, elimination, discontinue and closing of roadways and changes to legal grades. The complexity of each set of maps may differ and require varying amounts of research, field work, and/or review. Please note that all research information used for any map project is to be solely used for the contracted project and not duplicated or used for any other purpose than the creation of said map.
ITEM 2. Consulting Engineer in support of creation of ULURP Mapping Actions
Consultant must be able to prepare schematic design drawings and presentation materials for roadway, drainage design and site development proposals, perform site grading analysis, write technical reports, and assist the development of planning studies and exhibits.
Consultant must be able to, at the Borough President’s request, initiate a ULURP application and all relevant maps and materials associated with said ULURP project.
Location Requirement for Services
All meetings regarding the work involved with any project or tasks outlined above will be held in the Topographical Bureau, which is located on the third floor of Borough Hall, 209 Joralemon Street, Brooklyn, NY 11201. Topographical Bureau Staff host meetings on site at Brooklyn Borough Hall for convenience, clarity, and coordination between staff, consulting engineers, applicants, and/or other relevant stakeholders.
Additional work is anticipated to be conducted remotely as capable or offsite as required (i.e., throughout the borough for meetings, site visits, or other essential business as determined).
Timetable for Procurement
Pending approval of the project by the funding source, the BBPO expects to initiate procurement for consulting services by June 1, 2025, to begin services on or around July 1, 2025. Consultants responding to this RFQ may be asked to re-validate their quotations at that time. At its option, the Borough President’s Office may issue a request for proposals prior to procurement.
How to submit a quote
Format for Quotations: This is a Request for Quotations not a Request for Proposals. Lengthy responses are neither required nor desired. Responses must indicate the total cost for each section of the Scope of Services presented in this RFQ.
Quotes should not exceed 5 pages, not including resumes of identified team members. All quotes should include anticipated scope of services, indicating the budget and anticipated cost to provide the identified services.
Quotations are to be submitted via e-mail to [email protected] no later than April 30, 2025 at 5:00pm. No late submissions will be considered.

Additional Considerations
Prime Consultant: The prime Consultant must be capable of and qualified to perform all operations as specified herein. No operation or portion of an operation may be subcontracted without the written permission of the Land Use/ Topographical Bureau Director.
Maps as City Property: All maps supplied to the Consultant for research and all digital images and related information created under any project are the property of the City of New York and shall be treated as such during all phases of the project. The Consultant must not produce copies of maps, digital images, or other information without the Topographical Bureau’s permission, and it must discard any such copies when the project is completed. The Consultant must not allow the maps to be scanned or otherwise reproduced by others for any purpose.
Project Management: The Consultant must provide appropriate project management, including qualified supervisors and staff, to perform the work specified herein.
Reports: At the end of each project retained for, the Consultant will give the Land Use/Topographical Bureau all research material created by the Consultant. This includes surveys, calculations created for the mappings and reviews, technical descriptions, correspondence between the Consultant and any sub-contractor hired for a project.
